Ms. Irina Milorava has been leading the Georgian Energy Exchange since its establishment in 2019. In 2013-2019, she was the chairman of GNERC. She graduated from  Tbilisi Humanitarian and Economic Institute, Faculty of Law, specializing in jurisprudence; In 2005, she passed the qualification exam specializing in civil and administrative law; In 2012, she completed the course of the CFM professional development program of the Free University Business School (ESM); At different times she worked in the Constitutional Court of Georgia; in the Ministry of Justice of Georgia; in the Ministry of Finance of Georgia; She held various positions in the commercial operator of the electricity system, including being a Director General  in 2009-2013; In 2011-2013, she was a member to the Supervisory Board of JSC "Telasi".
